When kenya's retired major general Hussein Ali who was plucked from the safety of kenyan army military barracks and put to head the countries police force some time in 2003, few would have known that come 2010 he would be named as a suspect by the international criminal court ICC for crimes against humanity.
The kenyan military has a very high reputation for professionalism and discipline so when the countries newly elected political elite were looking for someone to inject radical change in kenya's infamous police force ,they opted to get an outsider to come run the force as police commissioner.
